About CAMPA:

The Compensatory Afforestation Fund Act, 2016 has been passed by the parliament in July 2016 . This act proposes to set up an institutional mechanism for administration of the compensatory afforestation fund (about Rs 50,000 crores) realised in lieu of forestland diverted for non-forest purpose. The huge fund has been accumulated as a result of continuous diversion of forests almost at the rate of about 20,000-25,000 hectares per year. This fund is meant to be utilized for afforestation and ecological restoration to mitigate the impact of diversion of forests. .
For what purposes the CAMPA funds can be used?
1.    Artificial regeneration (plantation)
2.    Assisted natural regeneration
3.    Forest management
4.    Forest protection
5.    Infrastructure development
6.    Wildlife protection and management
7.    Supply of wood
8.    Other forest produces saving devices.

The compensatory afforestation money collected from the user agency by the state government has to be deposited with the central government. The money will be eventually released to the state for compensatory afforestation or related works.

•    The CAF act 2016 has been passed without complying with FRA and PESA and therefore don’t have any safeguard mechanism to protect rights of Adivasis, Dalits and women in the implementation of CAF projects.  
•    It violates the authority of the Gram Sabhas entrusted to protect and conserve forests,
•    Grab forest where forest dwellers have rights, and change land use to plantations,
•    Grab revenue lands which are either village commons or in customary use by communities for livelihood purposes,
•    Reverse the gains of FRA, thus perpetuating the continuance of historical injustice
•    The provisions of the act are against the principles of democratic devolution as laid down in the 73rd and 74th constitutional amendments as well as constitutional provisions meant for protection of tribals.

Objective of Interactive Workshop:
The main purpose of this workshop is to understand the CAF Act 2016 and its adverse impact on FRA 2006. What are the sort and long-term implication of this act in the context of Adivasis, Dalits, Women and other forest dwellers in India and Gujarat? How we protect our indigenous rights? In addition, what could be the strategic action to fight againstsystemic injustice?  
Issue to be covered in the workshop:   
•    Basic Philosophy behind Forest Right Act 2006 and Implementation Status in Gujarat     
•    Ground Level Issues of FRA facing by Adivashi Mahasbaha in different District of Gujarat  
•    Understanding of Compensatory Afforestation Fund Act, 2016 and Provision of CAMPA  
•    Conflict between FRA and CAMPA  Implication of CAF act 2016 in the context of Adivsis  
•    Creating Awareness on demolition of FRA against CAF    
For Whom the Workshop:
This workshop will be targeted from those groups (people’s organisation, grassroots activist, institutions, scholars and government officials) who have been working and concern on Adivasis/Dalit and Women rights issues at large.
Expected participants around 50 at various districts of Gujarat.
